Referee Error or extremely bad NFL rules

During the 1st quarter of the Colts/Falcons game The Colts had the ball at their own 19 yard line. It was 2nd and 11 when Curtis Painter dropped back to pass and had his pass attempt batted back to him. Painter caught the ball at about the 5 yard line and decided to throw the ball for a 2nd time. On the 2nd pass it was incomplete to donald brown.

The refs threw a flag for the illegal forward pass but marked the ball at the 19 yard line. They mark the play as if Painter's 2nd pass counted, thus it was incomplete pass and the ball would be back at the 19. The NFL rule book doesn't give an exact ruling on this but either it was called wrong or needs to be changed in the rule book. No where in the rule book does it say what to do on an incomplete pass. These are in rule 8 section 2 of the NFL rule book:
Second-and-10 on A40. A forward pass is batted back by a defensive player. The ball goes back in the air to the quarterback behind his line. He throws it again to his end who catches it on the B40 and goes for a score.
Ruling: No score. Second-and-15 on A35.
This makes it seem like the refs called it right.
Second-and-18 on A4. A second forward pass from behind A’s goal line is caught by offensive end A1 at the A8, where he is tackled.
Ruling: Safety. Safety kick A20 or second-and-20 on A2.
But this is called in a completely different way. This is called the way I think it should be called. Once you catch your own pass as a QB, you should be treated exactly the way a WR/RB would be. The ball should be marked where he threw it the 2nd time. since it was an illegal forward pass, he should be down right there, lose 5 yards, and have a loss of down. That would have made it 3rd and 27 for the Colts 3.

The rule actually gets worse from there.
Third-and-10 on B35. A second forward pass is thrown from behind the line to Flanker A1. Defensive player B1 interferes with A1 on the B20, but A1 catches it anyway and is downed on the B20.
Ruling:Double foul. Illegal pass by the offensive team and interference by the defensive team. Interference rules apply on the second forward pass from behind the line(14-3-1). A’s ball third-and-10 on B35 (replay).
How in the world can you call pass interference on the 2nd pass!? After the 1st pass is caught by anyone there should be no more penalties for any illegal contact or pass interference. I cant believe the rule is actually written like that. In the off season the NFL should look into all their rules and make some changes.

Since it was going to be 3rd and 11 the Falcons declined the penalty. The Colts went on to convert the 1st down and drive to about the 50 before the punted. This play had no effect of this game since it was a Falcons blowout but in the future this messed up rule could come into a play in an important game and will send which ever team gets screwed into a frenzy.
